Charlotte-Mecklenburg Police Department officers received their largest raise since 2023 this week, when the City of Charlotte adopted its Fiscal Year 2027 budget.

The new budget includes a 10% pay increase for all sworn police personnel under the city’s Public Safety Pay Plan. Chief Estella Patterson began advocating for better officer pay shortly after stepping into her role in late 2025. Officers can now make up to $125,010 when all incentives are combined.

Highlights from the new budget include:

Police recruit starting salaries

The entry-level salary for new recruits entering the CMPD Training Academy with no prior certified law enforcement experience is now $65,478.

The starting salary for certified law enforcement officers joining CMPD as lateral entry recruits now ranges from $68,744 to $87,526.

Stackable incentives

New this year, sworn officers now have the opportunity to stack a 5% incentive for holding an associate’s degree and 5% premium for qualifying military experience. Eligibility was previously limited to one incentive or the other.

Other financial incentives

Additional incentives implemented previously remain in effect, including:

  • 10% incentive for employees holding a bachelor’s degree
  • 5% incentive for proficiency in one of 15 different languages
  • 2.5% shift differential incentive for employees permanently assigned to regular work on the second and third shifts

$7,500 hiring bonus

The City of Charlotte has once again extended CMPD’s $7,500 hiring bonus for the 2027 fiscal year. This incentive is open to all lateral officers and new police recruits. Recruits are rewarded throughout training and after their first year of service with the department.

Additional investments

The new budget also includes more funding to address increased public safety personnel costs, including overtime expenses, retirement contributions and other expenditures. In addition, the City will continue to invest in police recruitment, development and retention.

  • Career coaching services
  • CATS All-Access Transit Passes
  • Rental and down payment assistance programs
  • Financial counseling and assistance resources
